The Department of Land Transport (DLT) has proposed new regulations that would prevent international driving permits from being used as valid proof for obtaining a temporary Thai driver’s license.
Under the draft announcement, foreign nationals would now be required to pass a written exam to qualify for a license.
A source from the Ministry of Transport revealed that the DLT is currently collecting public feedback on the proposed changes, which aim to update the training and fitness standards for individuals applying for or renewing a Thai driver’s license.
The draft is intended to amend existing procedures to enhance the overall licensing process and bring Thailand’s standards more in line with international practices.
According to the DLT, the updated regulations reflect efforts to modernise the licensing system and adapt to current needs.
The proposed rules also introduce specific requirements for foreign nationals, in accordance with the 2022 regulations already in place.
Among the key points in the draft:
– International driving permits will no longer be accepted as valid documentation for those applying for a temporary driver’s license in Thailand.
– Foreign nationals holding a valid license from their home country for the same vehicle type will still need to take a written test, even though they were previously exempt from both written and practical exams. Temporary licenses will remain valid for two years.
– Valid foreign driver’s licenses and international permits issued under treaties recognised by Thailand will no longer be accepted as proof for obtaining a personal license. However, the validity of a personal license will be extended from two years to five for those who have previously held an expired temporary license.
Other provisions outlined in the draft remain consistent with the DLT’s 2022 announcement and its subsequent amendments.
Public consultation on the draft is currently underway, with the department expected to finalise the new regulations following the feedback period.
